Is anyone experise in Apache, PHP, MYSql technology. If so I would like to ask some tech questions to build a database driven website for a charity.

You can certainly create accessible web sites and apps with the so called LAMP stack but doing so is fairly independent of backend technology and so not something that would obviously be discussed here. Do you have accessibility related questions?

There are lots of resources out there to help including the excellent PHP and MYSQL web sites. I highly recommend that you use XAMPP (AKA lampp) http://www.apachefriends.org which is is a single package you can install on a workstation and play with locally. You could also grab 2 O'Reilly books 'PHP in a nutshell' and PHP Cookbook. Both cover nearly all you need to know.
